💡 What: Replaced instances of fs.readFileSync(filepath).toString() with fs.readFileSync(filepath, 'utf8') in several packages.

🎯 Why: Calling .toString() on a readFileSync result creates an intermediate Buffer object before converting it to a string. Passing the encoding string (e.g., 'utf8') directly to readFileSync decodes the file natively and returns a string, avoiding unnecessary memory allocations and garbage collection overhead. This is particularly relevant for CLIs and configuration scripts that process many files.

📊 Impact: Reduces intermediate object allocations for file reads, leading to slightly lower memory usage and improved performance during operations like config resolution and template generation.

🔬 Measurement: Verify tests run cleanly and no functional regressions occur. This is a known micro-optimization in Node.js.
